Snow loads in Sibiu county: values for Sibiu, Mediaș, Avrig, Cisnădie and other towns

⚠️ These guides apply only to buildings in Romania. The laws, standards, deadlines, fees and values quoted (Law 169/2026, P 118, CR 1-1-3, the O.A.R. guides) are Romanian; in your own country other rules apply.

House with a roof and snowflakes, illustrating snow loads in Sibiu county

The weight of snow governs the design of the roof structure. For Sibiu county, the values in CR 1-1-3/2012 and in the national annex SR EN 1991-1-3 are mostly the same, but not everywhere. The calculation is done by the structural engineer; this article does not replace it. For how you get from the ground value to the roof value, see the article on snow in Negrești and Vaslui.

ℹ️ About the source

This article compares two documents: the design code CR 1-1-3/2012 “Evaluation of the snow action on buildings” (Table A.1) and the National Annex SR EN 1991-1-3:2005/NA:2006 (ASRO, Table NA.1). For CR 1-1-3/2012 we also saw a draft approval order with the number and date left blank. The two do not give the same values for every place, and we cannot say which edition applies to your project: confirm with your designer.

The values for places in Sibiu county

The national annex divides places into zones: zone 1 = 1.5 kN/m², zone 2 = 2.0 kN/m², zone 3 = 2.5 kN/m². CR 1-1-3/2012 gives values directly, for 337 towns and cities. The values are the characteristic snow load on the ground, for altitudes up to 1,000 m.

The zoning map

Zoning map of the ground snow load in Romania, with zones of 1.5, 2.0 and 2.5 kN/m², from CR 1-1-3/2012
Zoning of the characteristic ground snow load sk, in kN/m², for altitudes up to 1,000 m. Source: CR 1-1-3/2012, Figure 3.1 (UTCB, 2011).

On the map, the city of Sibiu is in the 1.5 kN/m² zone, in line with the table. Places on the boundary between zones (for example Avrig and Ocna Sibiului) are checked on the map and with the designer.

Where they differ and what to do

For Ocna Sibiului, CR 1-1-3/2012 gives 1.5 kN/m², while the 2006 annex places it in zone 2 (2.0 kN/m²). CR 1-1-3/2012 states that the values in the zoning map are minimum values, mandatory for design (art. 3.1 para. 4). Choosing the applicable document is the designer's job; ask them to state the value used and its source.

For villages (Rășinari, Poiana Sibiului, Jina and the others), the value is read from the zoning map, not from the table; mountain villages are often at high altitude, and above 1,000 m formulas for the increase with altitude apply. We do not infer values for them here.

Informational article based on CR 1-1-3/2012 and the national annex SR EN 1991-1-3/NA:2006 (a summary of the values, without reproducing the documents). The structural design sets the design load. It is not legal advice.
