🗺️ Design rules for my area
The O.A.R. guide for Vrancea: plot coverage, heights, roofs and fences
This is a translation. The Romanian version of the article is the reference text.
⚠️ These guides apply only to buildings in Romania. The laws, standards, deadlines, fees and values quoted (Law 169/2026, P 118, CR 1-1-3, the O.A.R. guides) are Romanian; in your own country other rules apply.

Vrancea county borders Vaslui. The O.A.R. guide for the Vrancea area covers the whole county and gives its own recommendations. If your plot is in Vaslui, see the guide for the Vaslui area.
ℹ️ About the source
This article summarises the design guide for fitting new buildings into the local character of rural areas – Vrancea Zone, prepared by the Romanian Order of Architects (O.A.R.) and published on the O.A.R. website. The guides contain recommendations, not legal rules: whether they are binding depends on whether they were adopted into the local urban planning regulations (PUG) or required by a funding programme. We have not checked whether and where it was adopted; ask at the town hall. If your plot is in the Vaslui area (including Negrești), the Vaslui guide applies, not this one.
Which area it covers
The study area covers the entire administrative territory of Vrancea county, in south-eastern Romania, at the bend of the Eastern Carpathians. The guide applies to all villages of the listed communes, including Soveja, Spulber, Suraia, Tătăranu and Tulnici.
Plot coverage and heights
For new detached buildings on plots under 1,000 sqm:
- maximum plot coverage (POT) 30% for plots under 500 sqm, decreasing by 3% for every additional 100 sqm; for plots of 1,000 sqm or more, maximum POT 20%;
- the footprint fits within a 10 x 12 m rectangle for each building (a gazebo, at most 3 x 4 m);
- maximum height: basement/semi-basement + ground floor + attic/upper floor; basement + ground floor + upper floor is shown as a solution for sloping land (Țara Vrancei, the Adjud area);
- eaves at most 5.5 m high;
- ridge at most 10 m high (roofs pitched at 20-30 degrees) or 11 m (pitched at 40-50 degrees), measured from the lowest point of the ground.
On plots of 1,000 sqm or more, the maximum height is basement/semi-basement + ground floor + attic. Before these values, the guide also gives plot coverage by position in the village: 35% in the centre, 25% along the main roads and 15% at the edge of the village.
The roof
- as simple as possible: hipped (four slopes) or, for annexes and extensions, gabled (two slopes), with horizontal eaves and ridges;
- the chosen solution is justified in the design through a study of the local character; the recommendations do not rule out modern solutions with aesthetic value that fit the context;
- not recommended: shapes and pitches from other climate zones, asymmetric or broken roof slopes, or gabled roofs with a straight gable facing the street;
- eaves overhanging 45-80 cm, preferably made of timber; no plastic cladding.
Fences
- towards the street: solid for buildings within the village core, semi-transparent for those outside it;
- towards neighbours: preferably semi-transparent, with privacy provided by a green fence or fruit shrubs;
- inside the plot: transparent;
- local natural materials: stone, timber, wattle, earth;
- the street fence is no higher than 2.00 m; no fences made of prefabricated metal panels, sheet metal, concrete, polycarbonate or plastic.
