The O.A.R. guide for the Bacău-Neamț Meadow area: plot coverage, heights, roofs and fences

This is a translation. The Romanian version of the article is the reference text.

⚠️ These guides apply only to buildings in Romania. The laws, standards, deadlines, fees and values quoted (Law 169/2026, P 118, CR 1-1-3, the O.A.R. guides) are Romanian; in your own country other rules apply.

House by the water, illustrating the Bacău-Neamț meadow area

The Meadow area of Bacău and Neamț counties borders Vaslui county to the east (the guide mentions the commune of Podu Turcului and the village of Fichitești). If your plot is in Vaslui, the guide for the Vaslui area applies. Below is what the Meadow guide recommends.

ℹ️ About the source

This article summarises the design guide for fitting new buildings into the local character of rural areas – Bacău–Neamț Meadow Zone, 2021 edition, prepared by the Romanian Order of Architects (O.A.R.) and published on the O.A.R. website. The guides contain recommendations, not legal rules: whether they are binding depends on whether they were adopted into the local urban planning regulations (PUG) or required by a funding programme. We have not checked whether and where it was adopted; ask at the town hall. If your plot is in the Vaslui area (including Negrești), the Vaslui guide applies, not this one.

Which area it covers

The sub-area studied includes communes in Neamț county (for example Agapia, Alexandru cel Bun, Bahna, Brusturi) and in Bacău county. The geographic limits given by the guide are, for Neamț, the Hămaș Mountains to the south-west, the Tazlău river valley to the south and the Moldova river valley to the east-north-east; for Bacău, Neamț county to the north, Vaslui county to the east, Vrancea to the south and Covasna and Harghita to the west.

Plot coverage and heights

For new detached buildings on plots under 1,000 sqm:

  • maximum plot coverage (POT) 30% for plots under 500 sqm, decreasing by 3% for every additional 100 sqm;
  • the footprint fits within a 10 x 12 m rectangle for each building (a gazebo, at most 3 x 4 m);
  • recommended heights: ground floor, semi-basement + ground floor, ground floor + attic, basement + ground floor + attic (flat land) or basement + ground floor + upper floor (sloping land); at most basement/semi-basement + ground floor + attic/upper floor;
  • eaves at most 5.5 m high, at any point of the outline;
  • ridge at most 10 m (roofs pitched at 30-40 degrees) or 11 m (40-45 degrees), measured from the lowest point of the ground.

For plots of 1,000 sqm or more, the guide gives a maximum plot coverage of 20%, a height of basement/semi-basement + ground floor + attic and a ridge at 10 m (pitches of 30-40 degrees) or 11 m (40-50 degrees). For large single-volume buildings (over 250 sqm): 20% plot coverage, eaves at 5.5 m, ridge at 11 m (30-40 degree pitches) or 12 m (40-45 degrees).

The roof

  • as simple as possible, hipped with equal slopes, with horizontal eaves and ridges;
  • a pitch of 30-40 degrees for metal sheet or tile roofing and 40-50 degrees for timber shakes or shingles;
  • eaves as wide as possible, 80-120 cm, including around the porch or at the entrance;
  • a low pitch, of at least 5%, only with a green roof layer, where the terrain allows;
  • the space under the roof is used functionally, not as a loft for storing bulky or heavy objects.

Fences

  • towards the street: solid for buildings within the village core, semi-transparent for those outside it;
  • towards neighbours: preferably semi-transparent; can be solid for privacy, backed by or combined with green fences or fruit shrubs;
  • inside the plot: transparent;
  • fences and gates made of local natural materials.

Informational article summarising an O.A.R. guide. The values are the guide's recommendations for this area, not legal limits. It does not replace the local urban planning regulations, the specialist design or the required approvals, and it is not legal advice.
